OTTUMWA – Mayor Tom Lazio read a proclamation on behalf of the City of Ottumwa, Thursday morning. Job Corps is celebrating its fifty year anniversary this week. In part of that celebration, Job Corps trainees gathered at Ottumwa’s Central Park.
